As the Subject line says, the kick start lever on my Combat Wombat doesn't spring back up after kicking it down to start bike. Does the crankcase have to be split to fix this?

No need to split the cases. Mine did the same thing and it was the metal spring cover binding between the case and the kick start lever. Best way to check it is to remove the bolt from the kickstart lever, remove the spark plug, and by hand push on the kickstart lever and see if it springs back then. I fixed mine by removing the spring cover and lightly tapping the top of it down with a small hammer so that it wouldn't make contact wit the kick starter whe it was all assembled. Of coarse, a new spring and cover would accomplish the same thing especially if your spring is bent (I don't know of any way of straightening the bent spring) hope this helps.
